feat: activate message actions in open build (#632)

Browse Source 
Enable the MESSAGE_ACTIONS feature flag so open-build users get the
shift+up keybinding for the message actions panel.

Gate sites: src/keybindings/defaultBindings.ts, src/screens/REPL.tsx
(5 total). Pure UI/keybinding feature with zero external dependencies.
